COVID-19 in Seychelles: the latest information

Dear Valued Guest,

As we are confronted by the COVID-19 outbreak our thoughts are with those who are affected by this directly and indirectly during this difficult time.

Since August 1, 2020, Seychelles has opened its borders to scheduled commercial flights, allowing tourists from around the world to enjoy local hospitality. Visitors are requested to adhere to all measures stated by the government of Seychelles and ensure that all requirements are met prior to arrival.

Due to the rapid increase of COVID-19 cases the Seychelles government has introduced new measures that are in effect from December 30, 2020 until February 28, 2021:

1. Closure of restaurants, except those in hotels and guest houses to serve their resident clients and airside restaurant at the airport.
2. Closure of mobile food vans and takeaways except for the provision of bulk orders for delivery or collection by previous arrangements.
3. Suspension of all sporting activities, including watersports.
4. Closure of all children’s club in tourism establishments.

Please kindly note that some cosmetic repairs will be carried out at the hotel reception area from January 11th to March 1st, 2021. During this period, the public area will be closed to hotel guests and visitors. Check-in and check-out will be organized in the prefunction area.

Pre-travel Procedures

1. Vaccinated visitors from all over the world with a COVID-19 vaccination certificate can visit Seychelles two weeks after they have received their second dose of the vaccine. In addition to the COVID-19 vaccination certificate, they must have a negative COVID-19 PCR certificate issued by a certified laboratory no later than 72 hours before the date of travel. Visitors who are partially vaccinated (after the first dose of COVID-19 vaccine or before the end of 2 weeks from the date of the second dose of vaccine) will follow the entry criteria for unvaccinated travellers.

Unvaccinated visitors coming from low risk and medium risk countries (category 1) without a COVID-19 vaccination certificate must have a negative COVID-19 PCR certificate from an authorized laboratory dating no more than 72 hours from the date of travel.

Unvaccinated visitors coming from 6 countries with special status (category 2), which include Italy, France, Germany, Switzerland, Austria and the United Arab Emirates, without a COVID-19 vaccination certificate must have a negative COVID-19 PCR certificate from an authorized laboratory dating no more than 72 hours from the date of travel.

2. Visitors must ensure that accommodation bookings are made only at licensed accommodation establishments that have been certified by the Public Health Authority, like Savoy Seychelles Resort & Spa. Visitors coming from countries with special status must ensure that accommodation selected for their stay in Seychelles is on the list of hotels authorized to accommodate visitors from countries with special status. Savoy Seychelles Resort & Spa is authorized to accommodate visitors from the countries with special status. All booking vouchers reflecting the entire duration of their stay in Seychelles must be presented at the immigration counter for verification.
3. Visitors must ensure that they have a valid travel insurance with full medical coverage, including COVID-19 related isolation, quarantine and clinical care, for the duration of their entire stay in Seychelles.
4. Effective September 15, 2020 visitors to the Seychelles, including travellers in transit to other countries via Mahe Airport, must have an approved Health Travel Authorisation (HTA). This includes children, infants as well as Seychellois and all foreigners.

Visitors must apply via the Seychelles Travel Authorisation mobile app or the website https://seychelles.govtas.com. The application can be made between 72 and 3 hours before departure. The reviewing process may take up to 3 hours before validation. A visitor will not be able to board the plane to the destination without the HTA.

The information required to apply for an HTA:

• Valid passport.
• Recent passport picture OR a selfie picture taken during the application process.
• Contact details (home address, telephone, email).
• Travel information (arrival flight number, seat or cabin number, departure and arrival airports or ports, date of departure with initial flight in case of corresponding flights).
• The information on the hotel a visitor will be staying at.
• Negative COVID-19 PCR test certificate.
• COVID-19 vaccination certificate (for adults only, subject to availability). A valid vaccination certificate must be issued by an entity registered and recognised by a national or provincial authority such as the Ministry of Health or Public Health Authority, and must identify the holder of the certificate who has completed a full course (the two doses). The name and manufacturer of the vaccine must be presented. Ideally, the certificate should contain a barcode.
• A valid travel insurance with full medical coverage, including COVID-19 related isolation, quarantine and clinical care for the duration of the entire stay in Seychelles.
• Credit or debit card information.

The application procedure:

1. The first step would require one to fill out the application and ensure all data are entered correctly. Each individual is required to apply separately for an HTA. For children under the age of 18, the legal guardian, parent or accompanying adult is responsible for completing the application.
2. The visitor will receive an automatic email confirming reception of application. This email will contain the reference number assigned to the application. The reference number can be used to check the application status by following the link: https://seychelles.govtas.com/application-check.
3. After submitting a 45 EUR fee will be charged per application. An additional amount of 90 EUR will be charged for urgent applications, which will be processed within 30 minutes. The visitor will receive an automatic email confirming the payment.
4. The visitor will receive an email with a clear response on the eligibility to travel within the next 3 hours.
• If the application has been approved, the visitor should print the PDF document that has been attached to the email, download the document to the personal mobile device or save it in the “Seychelles Travel Authorization” mobile app. This is the travel authorization that needs to be shown at the departure and arrival points.
• If the application has been denied, the visitor will not be able travel to Seychelles for the moment and recommended to contact the Public Health Authority on visitor@health.gov.sc to obtain further details.

The HTA is valid for one journey only and must be repeated for each journey. It expires once a visitor exits the country.

The HTA is only valid together with the corresponding passport and COVID-19 PCR test certificate that were submitted and accepted.

Airport Arrival

1. The Seychelles International Airport shall ensure that measures are in place for safe movement at the airport as follows:
• Disembarkation should be done in an orderly manner based on inflight seating arrangements.
• Face masks should be worn before leaving the aircraft.
• A safe distance of at least one metre should be maintained between all visitors, passengers and staff at all times.
• Visitors should practice good hand and respiratory hygiene.
• When collecting luggage, visitors must ensure that a safe distance of at least one metre from other persons is maintained. The area within the conveyor belt has been demarcated to guide visitors.
• Visitors may make use of trolleys that have been disinfected and located at clearly demarcated areas.
2. All visitors will be subjected to temperature checks and health screening.
• Any visitor who disembarks with respiratory symptoms such as cough, runny nose or shortness of breath will be isolated from other travellers and be subjected to further tests.
• Additionally, visitors may be required to undertake a COVID-19 PCR or Rapid Antigen test upon disembarkation. The airport arrival COVID-19 tests are provided free of charge when necessary.

Airport Transfers

• Transfer of visitors from the airport to the place of accommodation is carried out only by authorised transport and visitors must at all times follow instructions provided by the operators. Airport transfer can be arranged for Savoy Seychelles Resort & Spa guests. For transfer reservation, please provide us with your flight details by email: rsvn@savoy.sc at least 72 hours before arrival date.
• Visitors will not be authorised to use public buses.
• Visitors must maintain physical distance at all times and wear a face mask in the vehicle.
• Visitors with connecting domestic flights to other islands should remain on the airport compound.

Accommodation

VISITORS FROM ANY COUNTRY IN THE WORLD WITH A COVID-19 VACCINATION CERTIFICATE

• Visitors having a COVID-19 vaccination certificate may only stay in establishments that have been certified by the Public Health Authority. Savoy Seychelles Resort & Spa has a health certificate by the Public Health Authority of Seychelles.
• A valid vaccination certificate must be issued by an entity registered and recognised by a national or provincial authority such as the Ministry of Health or Public Health Authority, and must identify the holder of the certificate who has completed a full course (the two doses). The name and manufacturer of the vaccine must be presented. Ideally, the certificate should contain a barcode.
• Infants and children under 17, accompanied by vaccinated adults, are not required to be vaccinated. However, they will need to have a negative COVID-19 PCR certificate obtained from an accredited laboratory 72 hours before travel. The conditions of stay for infants and children up to 17 years will be the same as for the parent accompanying them during the holidays in Seychelles.
• Visitors with a COVID-19 vaccination certificate are allowed to move freely and are not restricted to the number of certified establishments or duration of stay in an establishment, but must follow all health protocols in place at their respective tourism accommodation, including daily temperature and health checks of visitors. However, visitors have no access to some of the restaurants, kids club, gym and spa facilities at Savoy Seychelles Resort & Spa until further notice from the Public Health Authority.
• Vaccinated visitors will not be subjected to surveillance PCR test once in Seychelles, except if their airlines or countries of origin are requesting for an exit/departure negative PCR test certificate.
• Visitors must have valid travel health insurance that covers, at minimum, COVID-19 related isolation, quarantine and clinical care.
• Visitors are required to adhere to all guidelines in place for hygiene and physical distancing and should keep interaction with other visitors and local community to a minimum, avoiding crowded places, including markets.
Wearing of face masks is mandatory in public places. Any person who fails to comply with the regulation shall be liable to a spot fine of 500 SCR. A person who still fails to comply shall be guilty of an offence and shall be liable to a conviction of 20000 SCR (or) imprisonment not exceeding 2 years or both.

VISITORS COMING FROM LOW RISK AND MEDIUM RISK COUNTRIES WITHOUT A COVID-19 VACCINATION CERTIFICATE(CATEGORY 1)

• Visitors coming from low risk and medium risk countries may only stay in establishments that have been certified by the Public Health Authority. Savoy Seychelles Resort & Spa has a health certificate by the Public Health Authority of Seychelles.
• Upon arrival in Seychelles, visitors must stay in their first accommodation for 7 days before leaving the accommodation compound.
Upon check-in at the hotel, visitors must sign the agreement with the hotel policy.
• Visitors will undergo a PCR test on the 6th day after arrival. This PCR test will be at no cost to the visitor. The tests are conducted daily, except Sundays. If the sixth day falls on a Sunday, the test date is postponed to Monday. Appointments are pre-booked by the hotel nurse one day prior to the date of the test. The PCR test is available in several authorized testing stations on Mahe Island, including Beau Vallon Health Centre located nearby the hotel. The visitors absorb all transfer fees if necessary. All additional requests for PCR testing by visitors, except PCR testing scheduled for day 6, are chargeable at a cost of SCR 2,500.
• Visitors coming from low and medium risk countries must remain on the premises of their accommodation at all times. Only on the 7th day following a negative PCR test that the visitors is allow to change accommodation, enjoy the pool and the beach or access any restaurants or public areas at the property. Before the 7th day, visitors will be allowed to dine in designated area in the restaurant at the property with limited access to service. Visitors have no access to some of the restaurants, kids club, gym and spa facilities at Savoy Seychelles Resort & Spa until further notice from the Public Health Authority. Daily temperature and health checks of visitors will be recorded.
• The sixth day PCR surveillance test will not be required by category 1 visitors staying for 5 days or less in any health certified accommodation establishment. However, they will still be required to stay in their hotel without leaving the hotel compound until their departure.
• The sixth day PCR test will not be required for category 1 visitors arriving by charter flights and staying 7 days or less in the country. However, they will be required to stay in their hotel without leaving the hotel compound until their departure.
• Category 1 visitors arriving by charter flights and staying for 8 days or more will be required to do the 6th day surveillance PCR test and must stay in their hotel for 7 days before leaving the hotel compound.
• If the PCR test is negative, visitors will be free to continue with their planned holiday. The recording of temperature and monitoring of vital sign remains active up to a maximum of 14 days.
• If visitors are tested positive and asymptomatic (not showing any sign of respiratory infection i.e. fever, cough. shortness of breath etc.) they will be isolated in their guest rooms.
• If visitors are tested positive but symptomatic (visitor is showing signs of respiratory infection i.e. fever, cough, shortness of breath etc.) the Public Health Authority requires that the person is isolated in a medical facility until recovery.
• The visitor absorb all costs associated with the treatment and accommodation of the visitor and his/her partners, starting from the positive test result date and until complete recovery. Therefore, we highly recommend having valid travel insurance with full medical coverage, including COVID-19 related isolation, quarantine and clinical care.
• Visitors are required to adhere to all guidelines in place for hygiene and physical distancing and should keep interaction with other visitors and local community to a minimum, avoiding crowded places, including markets. Wearing of face masks is mandatory in public places. Any person who fails to comply with the regulation shall be liable to a spot fine of 500 SCR. VISITORS COMING FROM THE COUNTRIES WITH SPECIAL STATUS WITHOUT A COVID-19 VACCINATION CERTIFICATE (CATEGORY 2)

• Visitors from Category 2 countries arriving on either commercial or charter flights must spend the first 7 days in a certified Category 2 facility and must not leave the premises and must strictly adhere to all conditions applicable at the facility. The Savoy Seychelles Resort & Spa is included in the list of certified facilities of category 2 and is entitled to accept guests from countries with special status.
Upon check-in at the hotel, visitors must sign the agreement with the hotel policy.
• Visitors coming from countries with special status are located in a separate hotel building and must remain on the premises of their accommodation at all times.
• Visitors will undergo a PCR test on the 6th day after arrival. This PCR test will be at no cost to the visitor. The tests are conducted daily, except Sundays. If the sixth day falls on a Sunday, the test date is postponed to Monday. Appointments are pre-booked by the hotel nurse one day prior to the date of the test. The PCR test is available in several authorized testing stations on Mahe Island, including Beau Vallon Health Centre located nearby the hotel. The visitors absorb all transfer fees if necessary. Your safety, comfort and wellbeing is of utmost importance to us. Though we have always placed high emphasis on cleanliness and hygiene we have now stepped up our control measures in order to ensure every stay of our guests is safe, clean and comfortable.

Some of our measures include:

• Rigorous cleaning and sanitization of guest rooms and public areas.
• Frequent sanitization of high-contact points, such as elevator buttons, door handles, reception counters, rest rooms etc.
• Sensor based hand sanitizers placed in all public areas of the hotel.
• Infrared thermometers available at front desk to conduct temperature checks of our guests and employees.
• Availability of medical masks and gloves for our guests and employees.
• Regular training of our employees ensuring proper hygiene and awareness of COVID-19.
• Strict hygiene protocols are in place for staff in the kitchens, restaurants, in-room dining, to ensure food is prepared and handled properly.
• Updated and detailed cleaning checklists, including the use of professionally identified chemicals and agents for all areas, including laundry, are being followed and monitored closely.

Excursions

Any visitor wishing to indulge in recreational activities such as tours, excursions, sightseeing etc. are required to use licensed tourism service providers that have been certified by the Public Health Authority. Return Flight

Some countries and airlines have introduced a mandatory requirement for passengers to have a negative PCR test before boarding to aircraft when returning home. The test for COVID-19 is available in Seychelles. All tests for the virus are conducted in the Public Health Lab of the Seychelles Hospital by qualified health professionals according to set international standards. Visitors who will require the test should contact the Public Health Authority via email on covid19test@health.gov.sc or telephone +248 4388410 well in advance to make the necessary arrangements. The PCR test currently costs SCR 2,500. Children under 12 years old and persons 65 years or older are exempted from the fee. Results are usually ready within 48 hours.
